The fire trucks come to the elementary schools this week. A firefighter in a turnout coat stands in the cafeteria and asks the second graders where they would go if the smoke alarm went off at two in the morning, and a forest of hands goes up, and somebody says "the mailbox" because that is where his family agreed to meet. He is right. The firefighter tells him he is right. Then the class files out to the parking lot and takes turns sitting in the cab of the engine, and the whole thing takes an hour, and the children go home with a paper hat and a sentence they will remember for the rest of their lives: stop, drop and roll.
Fire Prevention Week falls in the week of October 9 because that is the anniversary of the Chicago fire of 1871, the one that burned for two days and took most of a city with it. The lesson the country drew from Chicago was not that fire was evil. The lesson was that fire, left to decide for itself where to go, will go everywhere. So we teach the children the alarm and the meeting place and the low crawl under the smoke, and we check the batteries, and we keep the grease off the stovetop, and we call it prevention. But look at what we are actually preventing. Nobody is trying to get rid of fire. The whole effort is to keep it where we put it.
That is a strange thing to explain to a seven-year-old in Baytown, because she has been looking at fire her whole life. She has seen it from the back seat on Bayway Drive, from the pier at Bayland Park, from the bleachers at a Friday game when the wind came off the channel and the sky toward the plants held a low orange glow that was not the sunset. The flare stacks on the ship channel are about as large a managed flame as most people will ever stand near. They are fire that has been given a permit, a pipe, a pilot light and a job. When she is old enough to ask what they are, someone will tell her they are the plant burning off gas it cannot use right then. That answer is true, and small. The bigger answer is that the whole town is fire under control, and has been since the refinery ran its first crude in 1920.
Consider what a refinery is. Crude oil is a soup of molecules that were, hundreds of millions of years ago, living things in a warm sea: plankton, algae, the small dead settling to the bottom and being buried and cooked slowly under rock. What came out of that long pressure is a set of hydrogen-and-carbon chains that have been waiting, chemically speaking, for oxygen and a spark, and will give their energy back the moment they get both. A refinery does not mostly burn the crude. It sorts it. It heats the soup in a furnace until most of it is vapor and sends the vapor into the bottom of a tall column, and the column is cooler at the top than at the bottom, and inside it is a stack of trays. The vapor rises and cools and each kind of molecule condenses at the height where the temperature suits it: the lightest gases go all the way to the top, then the stuff that becomes gasoline, then kerosene, then diesel, then the heavy residue that never lifts at all and goes out the bottom to make asphalt and coke. Nothing is added and nothing is burned in the column itself. It is a sieve made of heat. But every step of that sorting needs heat, and the heat comes from fire in a furnace, and the fire is fed, largely, by the plant's own gas. A refinery is a place where fire is used to prepare more fire, very carefully, so that it can be shipped somewhere else and lit on purpose in an engine.
The cracker next door does something more violent. An olefins plant takes a hydrocarbon feed and runs it through tubes in a furnace at something like 800 to 900 degrees Celsius, hot enough that the molecules cannot hold themselves together, and they break, and among the pieces is ethylene, two carbons and four hydrogens, the most-produced organic chemical on earth. The furnace is the whole trick. You need that much heat to snap the bonds. Then you need to cool the pieces fast, in a fraction of a second, so they do not snap into something else or knit back together into tar. Fire, and then not-fire, thousands of times a day, for decades.
So when the flare lights up on a still night, understand what you are looking at. A plant like that has a great many vessels holding gas under pressure. If something upstream hiccups, a pump trips, a valve sticks, a unit has to be emptied in a hurry, that gas has to go somewhere, and the somewhere is the flare header, a big pipe that runs to the top of the stack where a pilot flame is always burning. The gas meets the pilot and burns in open air rather than sitting in a vessel deciding whether to leave through the wall. A flare is the plant taking a breath instead of holding one, the most honest thing on the skyline, a system saying out loud, here is what I could not keep.
The Greeks had a story for this, and it is not a comfortable one. Prometheus stole fire from the gods and gave it to people, and for that he was chained to a rock. The story is usually told as a story about a gift. It is also a story about a theft, and about a punishment that never ends, and about the idea that fire was never really ours, that we are holding it on loan. A town like this one lives inside that story. It holds the fire on loan. The loan has terms. The terms are written in the operating procedures, the permit-to-work forms, the lockout tags, the gas monitors clipped to the shirt pocket, the alarms that are set a little tighter than they need to be, the reason a turnaround crew of a few thousand people arrives every so often to take a unit apart and inspect every weld before it is lit again. Fire Prevention Week in Baytown lasts fifty-two weeks. It has a badge and a parking pass.
There is a night-shift operator on one of the towers who would put it more plainly. He does not think about Prometheus. He thinks about the pilot. A flare stack has a small flame that never goes out, and one of the quiet worries of anyone who runs a unit is that the pilot has gone out and nobody knows it, because then the gas that goes to the flare goes up the stack unburned and invisible and drifts wherever the wind takes it. So there are thermocouples on the pilots and cameras on the tips and a reading on the board that says, in effect, the fire is still there. He looks at that reading the way you look at the porch light when you come home late, without excitement, because it is what makes the rest of the night ordinary. I do not know what he would do in the hour after it went dark; I only know the reading is checked more often than the procedure requires.
What a firefighter teaches a second grader and what a board operator knows in his hands are the same lesson from two ends. Fire has no intentions. It does not want your house or your unit. It follows fuel and oxygen and heat, and where those three meet it goes, and where they do not it cannot. Everything we call safety is the art of managing those three, one at a time. The smoke alarm takes away time. The closed bedroom door takes away oxygen. The clean stovetop takes away fuel. The flare gives the fuel a place to go where the burning is over before it can matter. The knockout drum at the foot of the stack catches the liquid first, so the flame at the tip is gas and not a rain of fire. The cooling water keeps the furnace tubes from getting hot enough to fail. All of it is attention, held steadily, for a very long time, by a lot of people who will never be thanked by name.
There is a way of talking about this town, from a distance, that makes the plants sound like a threat parked next to a neighborhood. There is another way, from the other distance, that makes them sound like a miracle. From here, from the pier with the wind in your face and the stacks lit up across the water, they look like neither. They look like what they are: one of the largest sustained acts of fire control anywhere on this coast, running around the clock, staffed by people who go home to the same streets the fire trucks visit this week. The town that makes the fuel is the town that breathes the air, and it is also the town that has taught its children, better than most, that fire is a thing you respect by knowing exactly where it is.
Walk through the house the second grader goes home to and count the fires. There is a pilot in the water heater in the garage, a blue bead the size of a fingernail that has been burning since the last time somebody relit it, and a bigger ring under the kettle, and a ring in the furnace closet that will come on in November, and a flame in the pickup's cylinders four thousand times a minute on the drive to the plant. The child's paper hat says to fear fire. Nobody in that house fears the water heater. They fear the water heater with its pilot out, or the stove with a dish towel on the burner, which is to say fire that has slipped the place it was assigned. The plant is that house with the numbers multiplied: furnaces and burners and pilots past counting from outside the fence, each one watched, each one with a name and a tag and a reading on a screen, and a crew whose whole working life is the difference between a flame where it belongs and a flame that has started to look for somewhere else to be.
The engine pulls out of the school lot and the children wave at it until it turns onto the road. Tonight some of them will check the smoke alarm with their parents, and most of them will forget by next week, and a few will not. Later, after dark, the wind lays down and the flare across the bay stands up straight and quiet, a single flame on a pipe, doing its job, the porch light of a town that has never once been allowed to stop watching it.
